The law is just the first step in an effort to erect a permanent memorial at the site. The tentative plans include a public plaza, education center, open-air museum, and reflecting pool. The price tag for such a memorial? $45 million. Millions have already be donated to the project however no federal funds are allowed to be allocated to the memorial. The legislation Biden will be signing today passed the Senate on June 9th just days before the 5 year anniversary of the shooting.
